How soon will my bud and flower bulbs? I'm in Delaware Zone 7.?

I just bought a new house last year, without the plants, then all spring that is all they have been doing. Unfortunately, because we had to put new trees and new beds that my newly planted bulbs two weeks ago (mid May) and some have not yet arrived (a set of Lilys mind when I arive plant the first week of June). The bulbs are planted Dahlia, Iris and gladiolus. I have mulch about two inches above the ground, preventing their growth in the first place? This is my first house, and I am new to gardening, so do not any other advice on the matter would be helpful too. Thank you!
